While I do not read Mandarin characters,

I can only assume that whomever tagged this transformer

was a huge AC/DC fan.

Either that or they were trying to warn me about the 

dangers of tampering with an unlocked transformer 

strategically placed at street level.

Probably the AC/DC thing, though.
